If an XYZ monster is properly summoned and then destroyed, it can be brought back to the field with cards like Monster Reborn. However its usefulness may be limited because it will come back with no XYZ material.
A monster's special summon text only applies while it is in your hand. If a monster says it can 'only be' special summoned by a certain method, then assuming you do summon it properly, and it is then destroyed, then you are allowed to use Monster Reborn and do not have to pay any additional costs.
If the above monster was simply discarded from hand by something else, then it can not be special summoned by Monster Reborn. If it says 'cannot be special summoned except by.. The Sky Scourge monsters say they "Cannot be special summoned except by". The only way to ever special summon them is to follow the text on their cards.
Even if you did properly special summon them, they cannot be revived from the graveyard or removed from play zone. That is the ruling regarding 'except by This is not to be confused with "only be special summoned by.. If these are properly special summoned first, they can be brought back by cards like Monster Reborn or Return from the Different Dimension. But barring a few extreme circumstances, there's no way to special summon the 'except by..
Initially, a monster who can only be special summoned, may only reach the field by following the method on its card - unless an effect specifically states otherwise. As for reviving them from the graveyard, there are two subsets of special summon-only monsters. They are; "Can only be Special Summoned by The two Envoys belong to this group, as do all Rituals, Fusions and Synchros by default, except for a few who have text that include them in the second group below.
Lastly, again unless specificaly stated otherwise, the card's special summon requirements are from the hand only. You cannot remove a Light and Dark monster to special summon the Envoys from the graveyard, they can only be special summoned this way while in hand.
However on the plus side, if they were properly special summoned, you can bring them back with Monster Reborn, and they do not need another Light and Dark monster to be removed when you do this. You are allowed to drink water at a graveyard.
I'm not sure if it's wise to drink water that you got from a graveyard, but if you brought water in with you then there's nothing wrong with drinking it. Special summonable monsters will fall into two categories. Those that say "cannot be special summoned except by" and "Can only be special summoned by" - Synchro, Fusion, XYZ monster belong to the latter category unless their text indicates otherwise Dark Paladin.
The former group can't be special summoned by anything other than the text on their card. For the latter group, if they are special summoned 'properly' first, and then destroyed, they can be revived by cards like Monster Reborn. Even if the former are summoned properly, they can't be resummoned by Monster Reborn. Blue-Eyes Shining Dragon falls into the first category. The only way it can reach the field is from hand, by tributing a Blue-Eyes Ultimate Dragon you control. Overlaid monsters are no longer considered to be monsters on the field.
Any counters on them will be removed, any Equip cards that were equipping them will lose their target and go to the graveyard. As the monster Birthright had brought back, has now technically gone from the field, Birthright will be destroyed as per its own effect.
